DIVISION: Diplomacy
DIVISION

DIPLOMACY
The Diplomacy Division handles the Inquisition's interactions with the outside world. This includes everything from high-level politicking with heads of state all the way down to managing the servants who take care of the Gallows and keep it looking nice for visitors. Most of their work involves building and maintaining relationships for the Inquisition to ensure support for their endeavors.

Several weeks ago, while doing some routine filing, I discovered a document from Kal-sharok detailing terms of negotiation. It seems we were considering an alliance with them. I immediately began to work with Kit, the late head of Other Powers, to go about learning more. Their first term was that we scout two areas in the Hunterhorn Mountains and take care of what we found there. As the document is a year old, there was little to take care of--there was evidence that the dwarves took care of it themselves when we did not. I have submitted the report on what was found at those locations to Madame Ashara.
When I wrote to Larock, the seeming ambassador for Kal-sharok, he gave me new terms for an alliance. Kal-sharok wants some of the passageways between it and Orzammar to be cleared and restored. They want this to happen without Orzammar knowing it was Kal-sharok that wanted it. They do not care how, but they want us to convince them that it is our idea and give them a reason the Inquisition wants those passages cleared.
Their previous terms had been for all of our lyrium trade to go through Kal-sharok, cutting out Orzammar entirely. That demand is no longer on the table, but it might inform us a little as to their intentions with these passageways in the Deep Roads. I don't know. It might be worth playing along for now, so we might learn more. They did give us two favors already with nothing in return: a shipment of ancient elven relics, and the information we gathered from the locations we scouted.

ASSIGNMENTS & MISSIONS
INFORMATION
Assignments are mini-plots that will be given to one or two people to RP however they want sometime in a broad window of time. They usually won’t be complicated and won’t have huge individual impacts. The goal is more to give you guys work for your characters to be doing and talking about and new places to visit. Some specifics:
— The character or characters from Diplomacy who are tapped to take on an assignment can bring a couple additional people of their choosing (maximum team numbers will be indicated in the comments), but they’ll be on the IC hook for poor judgment if they choose to take a known bull into a known china shop.
— You don’t have to RP the assignment itself. E.g., if it’s boring to RP your characters being on their best bland behavior for nobles, you can handwave that and just RP them drinking and venting in a tavern afterwards.
— You can make up small details that don’t have a material effect on the assignment—give NPCs names and personalities, add minor complications, etc.—but don’t do anything major, like deciding the whole thing is a trap and your characters are nearly assassinated, without checking in first.
— It’s fine if you don’t succeed! If you want your characters to fail at their objective then that’s RAD, I LOVE IT, and it might mean they succeed at something else they weren’t trying to do. On the other hand, succeeding might have unforeseen consequences. So just do what’s fun and IC.
— If you don’t file a report, it never happened.
Missions are larger and more plot-like and may have more specific requirements in terms of timing and outcomes.

ASSIGNMENT: THE TWIBLIGHT SAGA.
WHAT The Inquisition has received a letter from a Revered Mother in the Churneau Chantry. One of the cities that was most severely swarmed by darkspawn in the Third Blight, the lands surrounding the city has begun once again to the the victims of darkspawn attacks. Panic and fear is rising in the city as more and more people flee there, many of the faithful are coming to the Chantry for safe harbour or being forced to do what they can on the street.With the Grey Wardens and help from the Anderfels now a risk and unlikely prospect, the Revered Mother is turning to the Inquisition for help.
This particular Revered Mother has been one to denounce the Inquisition at every turn; things must be desperate. The goal will be to deal with some darkspawn attacks, collect clues as to where they are coming from, and secure the area.
The good news is that, if successful, they will secure the good will of the people and more conservative Chantry members. If unsuccessful, a lot of people could die.

Minimum five person team, if lots of diplomacy folks want in then they will obvs be given preference over other people getting places, although it's probably good for one or two of the people going along to be Grey Wardens.
NOTES This was originally a Chantry Relations mission but has been stolen for a general diplomacy mission.
ASSIGNMENT: I SEA WHAT YOU DID THERE.
WHAT A brother in a remote Chantry has found some strange markings in sea caves on the isle of Brandel’s Reach that need to be documented and researched. It looks like the markings may have been more extensive, but have been damaged through the years by the sea. He was doing his utmost to record them and do research, but he went missing about two weeks after he notified the local Chantry to the initial findings.
Someone needs to record the findings before they are completely lost, but the missing Chantry brother, Ewald, needs to be found - or at the very least, it needs to be determined what happened to him.
Be warned: there's possibly something dangerous and out of place in the caves or the water running through them. (There's definitely something out of place and dangerous in the caves or the water running through them.)

WHAT The Inquisition sources a great deal of resources from Orzammar - metals, enchantments, and sometimes personnel. Orzammar has recently expanded part of its mines, and has invited the Inquisition to send a representative team to come and be taken on a tour of the mines, and generally appreciate how super awesome Orzammar is. Please be charming.
Unfortunately, while on the tour, something is going to go horribly wrong. A cave in, horror of horrors, and our diplomatic representatives may be required to find an alternate route back to Orzammar or unblock the tunnel. Whichever they decide, they will also need to defend themselves and the dwarven diplomat accompanying them on the tour from an unexpected onslaught.
If they are able to unblock the tunnel that will certainly win favour, but they will need to be extremely careful to do so without jeopardising the lyrium veins in the area, or further weakening the tunnels. Of course, if they choose to take an alternate route, then there may be other miners they are able to find and rescue from the dangerous slime.

ASSIGNMENT: THE FLYING COUNTDOWN.
WHAT Dragons are especially significant in Qunari culture; although they are not revered in a religious sense, exactly, they represent extraordinary strength. Their death is necessary in order to establish society. High dragons are referred to as "Ataashi," or "glorious ones" in Qunlat.
The Inquisition is known for having successfully felled a number of high dragons over the past few years. The Arishok would like to see them kill a high dragon on an island in the Boeric Ocean that has the potential to be a lucrative source for metal ore, and peaceful meeting place for the Inquisition and Qunari to develop a rapport, discuss terms of alliance (or at least not outright hostility) and perhaps even an opportunity for an eventual Inquisition outpost.
... They just have to prove they really can kill a high dragon, first.

WHAT Please conduct a survey of the rifters to determine their current feelings on the Chantry and Thedas. This could be potentially useful for rifter phylactery plots, or for determining how to make the rifters more appealing to diplomatic forces the Inquisition needs to win over with the rifters being part of the team.

They can also take 3-4 additional people, so long as these people make sense to take along and/or can be reasonably justified. (These people are ICly Araceli’s choice, as she’s officially in Diplomacy and Val was assigned for his expertise, but you can OOCly work it out however you like.) Please note that this mission does require a minimum of 5 people.

Investigation will reveal that a few weeks past a fishing boat went missing, assumed to be because of a storm, although unusual given the considerable experience of the crew. Furthermore,some people are claiming to see strange things in the water, although the reports are inconsistent.
The peril in the sea caves is an an adolescent cetus. This is remarkable in that they are not typically found so far south and usually prefer warmer waters. Strange, eh?
The markings themselves appear indecipherable. They are no recognised language, are extensive and very old. Study and discussion may lead them to the realisation that these are records written in a code, but that it will need to be returned to the Inquisition for that code to be broken.
What does all this mean?

As part of her personal efforts regarding the rifters and the Chantry, Herian would encourage (but not require) more rifters being included in the assignment, and would have made a request that they secure letters of support from Revered Mother Grana concerning the help that the Inquisition and particularly its rifters gave them and how they assisted. Whichever they decide, they will also need to defend themselves and the dwarven diplomat accompanying them on the tour from an onslaught of Glowing Slime. Yikes yikes yikes.

If healing and support can be offered to the people fleeing to Churneau, it would be very welcome.
Investigation will find that the darkspawn are coming up through a well. The well is far from abandoned - in fact, it was being used until the darkspawn ascended and slaughtered the family that resided in the farmstead where the well is located.

If they are able to unblock the tunnel that will certainly win favour, but they will need to be extremely careful to do so without jeopardising the lyrium veins in the area, or further weakening the tunnels.
Of course, if they choose to take an alternate route, then there may be other miners they are able to find and rescue from the dangerous slime.
(Depending what choices your team would go with, I will come up with more information to flesh this out further.)
An additional note;
As part of her personal efforts regarding the rifters and the Chantry, Herian would encourage (but not require) rifters being included in the assignment, and would have made a request that they secure letters of support from Orzammar concerning the help that the Inquisition and particularly its rifters gave them and how they assisted. Please let me know ooc or ic if they do so.
WHEN — This can be set any time in Justinian/Solace.
Please submit a report by 31st July. Don’t hesitate to ask for an extension if you need a bit more time!
If a report is not submitted then it will be assumed that the assignment is not completed and it will be re-assigned in the next assignment cycle.
HOW — This can all be a group effort, or divided up as you like.
You aren’t required to RP the mission itself and definitely not the whole thing, but RPing something relating to it (something from the mission, a rookery post relating to it, a scene of the characters discussing it) is required. Please submit a link with your report & coordinate OOC to compile a single report.
