SUBJECT: Scouting the mountains above Kirkwall
PARTICIPANTS: Ellana Ashara, James Norrington, Natasha Romanoff
DATE FILED: June 15
STATUS: Ongoing
SUMMARY: Scouting the mountains to look for paths the Inquisition can use. Will update this if I need to once it's further along.

REPORT: Agents scouting up in the mountains for secret passes discovered one in the upper reaches that is very narrow and drops off one side along a cliff, tunnels through a cave off the main pass that is overrun by nugs, and a cavern midway through the mountain that opens into a saltwater lake with probable ties to the Waking Sea.

SUBJECT: Surveillance and clearing out unpleasantness from a mansion in Hightown
PARTICIPANTS: Fenris, Aleron, Bethany, Korrin, Inessa, Church, Saoirse, and Ellana
DATE FILED: Justinian 1
STATUS: Complete
SUMMARY: Throughout the month of Bloomingtide, Fenris observed the activity of the occupants of the mansion formerly owned by the magister, Danarius (and, as was pretty common knowledge, lived in by Fenris himself for a time after they got rid of him). He gathered a great deal of information on those who were there, finding out that another magister and a bunch of slavers had taken up residence there. At the end of the month, Fenris gathered a team to go in and take back the mansion, clearing out the magister and his crew once and for all. A rift erupted in the midst of the battle, necessitating bringing in another group to help fight the demons, including a rifter to seal it.

REPORT:

The following was transcribed:

Yet again, the taint of magic has wrought horrors (yes, you should leave that in). A month of surveillance was conducted on a Hightown mansion located at [address]. It was further determined that the magister and ALL slavers deserved death (this is true for all their kind without exception), and that the situation ought to be handled swiftly. A team infiltrated the mansion, fighting and ridding the residence of every last abhorrent occupant. The magister, Calanthus (appropriately named for one who became an abomination in history), was slain after a long battle. Good riddance.

Unfortunately, there was a complication. A rift erupted mid-battle, and a second team was called in to handle that situation. A rifter managed to seal it, and all of the demons were likewise destroyed. There's always a certain satisfaction in killing demons, although I despise that it had to happen within these walls.

As I have a claim on the mansion, I'll be settling in immediately. Now that it's cleared once and for all of the dregs of Thedas, those in the area ought to notice a considerable improvement in addition. The Inquisition can only benefit from the team's actions.

SUBJECT: Scouting the Undercity of Kirkwall
PARTICIPANTS: Yngvi
DATE FILED: Justinian 30
STATUS: Complete
SUMMARY: Spending time blending into the Undercity to learn about the major players in the criminal circles of Kirkwall.

REPORT:
A report delivered in the middle of the night, rife with spelling mistakes, crossings out etc.

Discovered the following list of names, think they might be worth bothering with but don't go sending people that don't know what they're doing in the Undercity, they'll go scuttling off or you'll end up with folk bleeding everywhere. Won't want me saying I told you so.

Carta and Coterie still top of the heap, as expected. Thing going on with the Coterie but you ain't paying me enough to go take knives for you or to get people talking like that but not many things make folk that shifty in the Coterie unless it might be not knowing where the wind blows.

Starting from the bottom, almost all of us have to so take your lumps: Sewer Rats just getting edged out by Dead Men, what can you say about any of that really? The Poison Tits are tits but bit higher up than those two but that's neither here nor there. Really thought that the Deepstalkers were in the Carta's pocket so something happened that's smarting someone somewhere but again, pay me more and I get you more but we know what'll happen so there we go.

The Lowtown Demons would be better if they were are actual demons? Got some protection racket going on, not like folk have that sort of coin as is but it's getting real dicey with that. Might fancy having a butcher's at it. I would. But what am I, just the skivvy.

We've got the Dragon's Teeth, aspiring to glory, leader doesn't half love the sound of their voice like a Vint but they're not. Then it's The Knuckles, and no, I have no idea how that stupid a name scrambled so high but a mean lot, lot of punching, should see the face on the thing that's in charge, just looks like a pound of meat with some piggy eyes shoved in it. The Red Whispers are a shady bunch like you'd expect, half-expected to see something from the Red Iron involved but no, didn't get a word out of them but they do have tongues. Not like the dwarves that cut them out.

Anyway that's your lot for now but I have family dinners so if there's more I'll follow up. Lowtown Demons aren't highest up but if we have to do something about anyone first, I'd start there, it'll unsettle people to go for the middle instead of the top or the bottom as usual.

NOTES & LINKS: post; given the nature of this and (unbeknownst to him) unrelated elven disappearances, Yngvi will still be keeping an eye on this situation.

[ Enough willpower is exerted to not send the letter back with spelling and grammar corrected. Instead, a letter is delivered to him later in the day. ]

Thank you for delivering this report, doubtlessly collected at no small risk. I will ensure that the information does not go unused.

The Carta and the Coterie's positions are indeed in their expected locations, and you need not pry further into those for the time being. They are institutions that have been here for far longer than we have, and I have little doubt they will still be here after we are gone from this city. Best not to stir up a wasps' nest without a remarkably good reason, else you will just get stung. Keep an ear out for more information regarding these shifty activities of the Coterie, but don't go out of your way to pursue it for now.

I find myself in agreement with your assessment of favorable beginning targets. From both their positions and their malicious activity among the residents of the Undercity, the Lowtown Demons seem as good of a start at weeding out the criminal element as any. If we're careful about taking them out, we can avoid creating more chaos, and perhaps take steps in assuring the residents that we are here to aid them. I have little doubt in my mind that their goodwill would be a great benefit.

Thus, I would like you, if you see fit, to focus your investigation on gathering more information about this gang. I would like particular attention paid to the top members of the group, along with their standing among other gangs. Do they have any allies, any particular sworn enemies, etc.

Please respond with an estimation of the resources (both monetary and manpower) that you will need to begin gathering more information. Once that has been settled, you may begin at your earliest convenience.

Scoutmaster,

There's a situation involving the Carta that's landed in my lap that I need to deal with urgently. It's an Orzammar thing too, a few difficulties that they've been trying to sort out but can't for the obvious reasons. Just letting you know that I'm not abandoning my post or skipping out, I'm doing something else I'm cleared to do.

Kithan Gandir (scouting) is coming with me and cleared it being head of the project I'm part of and since it seemed a diplomatic sort of thing, I cleared it with Madame de Cedoux at the same time. Ser Coupe (diplomacy) is coming too, Seoraj is an old friend so I'll be asking him (research) and since we might be too close to the Deep Roads for company, I'm asking for a Warden to join us and Warden Ciri is also part of scouting.

Hopefully it shouldn't take long and a happy Carta's good for all of us, believe me. Will report in full whenever we get back.

Yngvi

SUBJECT: Missing Carta agents in Orzammar
PARTICIPANTS: Yngvi, Wren, Ciri, Kit, Seoraj
DATE FILED: early Firstfall
STATUS: Complete
SUMMARY: Investigating Carta agents failing to report back from Orzammaar on schedule before dealing with a rogue red lyrium mining operation involving them and Casteless dwarves. Operation shut down, agents rescued, Casteless dwarves killed as a mercy.
REPORT:
This report's late, I know, sorry. Don't know how to write this one.

We - me, Ser Coupe, Warden Ciri, Seoraj, and Kit - all went to Orzammar together and got in the front door without problems. Some young Casteless guards elevated by Bhelen's reforms helped direct us to the Deep Roads; as well as it likely being where our Carta folk were, they told us about Casteless disappearances too. Not as common as they used to be these days, but no one else had been looking into it.

Heading into the Deep Roads we went looking for the missing. Red lyrium was growing the further in that we got. It wasn't what any of us expected to see down there. And what we saw after—

It was an operation to mine red lyrium, from what we learned after we fought the miners they'd been trying to make a profit by grabbing members of the Casteless to do it. Finding people who wouldn't be missed, taking them down there, working them to death – it was terrible. I haven't seen anything that bad before. Our missing Carta contacts were locked up instead of being made to work because they thought they'd be useful to them, because they thought that seeing the way the Casteless were being worked would break them.

We couldn't save the Casteless. It was…people say it's mercy to kill them but it wasn't. It was just the only thing to do. They were dying, and sick, and they asked. They were beyond being healed.

I think it's best to talk with Lady Cedoux and Kit for what to do about what we learned in Orzammar. Sorry for this taking so long to reach you, getting it down has been—

It's been hard. The contacts have been recovering and returned to the Carta, they're very grateful for the Inquisition's help in returning their people to them.

Yngvi

Thank you for your assessment, and I'm sorry that you had to deal with such grievous events. I can't imagine what it was like, nor will I pretend to. Nevertheless, you have my sympathy. It sounds like you were able to grant them some measure of peace at the end, and I hope that gives you some peace, as well.

If you wish it, you can take a paid week of vacation to take some time off before returning to work. I'll make sure it's cleared. Of course, I'll also understand if you would prefer to go back to work straightaway. Do what you need to do.

Please have either yourself, Madame de Cedoux, or Mssr Grandir alert me once the three of you have chosen the next course of action, and what the Scouting division can do to provide aid for it.

SUBJECT: Hunterhorn Mountains Red Lyrium Darkspawn
PARTICIPANTS: Colin & NPCs
DATE FILED: Drakonis 5
STATUS: Complete
SUMMARY: Following a tip from Kal-sharok, discovered the remains of darkspawn with red lyrium growing on their bones, much like the remains of red templars.

REPORT:

Lady Scoutmaster,

Roughly a year ago, Kal-sharok showed interest in an alliance. A term they gave us before they would consider negotiation was that we scout two areas in the Hunterhorn Mountains and take care of the problems there. As it was an old request, when we arrived, we found the dwarves had already dealt with the problem. Or, problems.

When we searched the caves in the mountain, we found darkspawn camps. Not simply stops on the way to somewhere, but actual camps meant to be bases from which they launched attacks. There were no corpses, per se, as all the darkspawn had been burned before we arrived. There was a great deal of ash and bone, and attached to a number of the bones was red lyrium. I heard it described as something like the remains of red templars. So now we have red darkspawn, as if we didn't have enough trouble.

All matters of diplomacy with Kal-sharok have been submitted to Madame Ambassador Petroux, but I wanted you to know about these darkspawn immediately.

Yours respectfully,
Colin
