The recent notice is intriguing though I have many questions as this may interfere with my own work.

How are our good division heads weighing how much discomfort is enough to warrant a guard and curfew? And how long will these measures be in place? After all, they only lend credence to people's misgivings and it is not so wise to indulge unwarranted fears for too long. They may come to expect more stringent measures be taken for their comfort.
